National Capital Planning Commission
February
1, 2007 Hearing
National
Capital Planning Commission (NCPC)
undertook this study in response to the extensive flooding of the monumental
core in June 2006, which led to the closure of several federal agencies and
caused significant damage, particularly to the National Archives and the
Internal Revenue Service. The draft report examines the various causes of flooding
in the District, particularly in the low-lying National Mall, Federal Triangle,
and downtown areas; offers historical data on the city’s flooding history and
response; and suggests ways NCPC policy may help reduce future risks of
flooding.

Please
see page 11 of this Flood and Stormwater report and look at area marked
“VI”. This is the designated site by Congressional edict of the proposed
underground Vietnam Veterans Memorial Visitor Center (VVMVC) with potential
flooding damage and grave visitor safety issues. Download NCPC February
1, 2007 Open Session Transcript below for more details. Read page 37
of this transcript and specifically the exchange between NCPC Commissioner
Herbert F. Ames and staff member Ms. Desiderio, the Flood Area VI is “on top
of the location for the VVMVC”. Click here for Transcript and Commissioner Herbert F.
